Cracking Down on
Corruption

On paper, Canada’s anti-COrruptiOn sCOreCard lOOks puny:
four convictions in 16 years under federal legislation banning bribery of foreign
public offcials. But the modest record of the 1999 Corruption of Foreign
Public Offcials Act (CFPOA) belies a global trend of intensifying scrutiny of
corporate practices. in 2013, Canada amended CFPOA legislation to close
loopholes, raise maximum jail time to 14 years from fve and add a “books
and records” offence for concealing bribes in fnancial transactions. in-house
counsel ignore at their peril the tighter rules here and abroad, say experts.
